The Russian Federation Positions Itself as One of The World’s Leading Medical Device Manufacturers by The Year 2020


The Ministry of Industry and Trade of the Russian Federation is taking part in the world's largest medical trade fair MEDICA 2011 to present a united Russian exposition & development strategy for the medical industry in Russia up to 2020 and onwards.
“The Russian medical industry is expecting a real breakthrough in the forthcoming years! The Russian program on the development of innovative economy lists this sector as a priority and its progress is under the focus of the President’s Commission. Such environment creates unrivalled conditions for the industry development. The Ministry of Industry and Trade of the Russian Federation has a unique opportunity to enhance implementation of modern technologies and, as a result, increase the demand for medical equipment. For the very first time in the modern Russian history a long-term development strategy for the medical & pharmaceutical industries in Russia was formulated on the highest state level and its implementation is supported by a € 4.5 bn. investment program recently approved. Both the strategy and investment program give real financial & ideological support for domestic industry and create clear and transparent rules of market entry for international companies. The Ministry of Industry and Trade is responsible for strategy implementation, for instance - boosting partnership between foreign and Russian companies and assisting in transfer of technologies and production into the Russian Federation.
Sergei Tsib, Director of the Department of Chemical Industries and Bio-Engineering Technologies – main Ministry’s spokesman for the topic, is taking part in the business program of the Russian exposition. His mission is to lead a series of negotiations with top international medical industry players regarding their intention to invest in localization projects in Russia, as well as to support Russian companies in their talks with potential partners.
Measures applied by the Ministry of Industry and Trade to reach the strategy’s ultimate goal 2020: innovative and competitive medical industry able to serve the domestic market & play an important role worldwide:
  • Co-financing R&D activities and manufacturing set-up of medical devices in Russia which are of high demand by the public healthcare sector
  • Fostering transfer of competence (a set-up of manufacturing facilities for medical device components, materials, accessories, and medical products and related R&D centers) including:
  • Implementation of offset deals within public equipment procurement;
  • Supporting companies that expand competence localization. The competences include components manufacturing, own R&D centers, training and service centers in Russia. Special benefits are to be given to public health sectors suppliers;
  • Fostering partnership between Russian and foreign manufacturers with registration rights on the developed / manufactured products in Russia
  • Fostering the creation of a network of research centers engaged in R&D, testing and evaluation and pilot production activities with subsequent mass production
  • Recruiting industry technical experts to boost the assimilation of cutting-edge technologies by Russian companies
  • Defining certain areas of medical devices which will constitute Russia’s specialization in the global market and assisting Russian companies with full-production circles, for instance in the field of the equipment for nuclear medicine
  • Development of manufacturing of disposable materials for diagnostic and therapeutic equipment
  • Assistance in re-equipment of existing manufacturing sites
